Amendment of the State of Maharashtra in 3 Agriculture Act of the Central Government –
1. “Farmer’s Produce (Trade and Trade Promotion and Facilitation) Act, 2020”
2. “Farmers (Empowerment and Protection) Assured Prices and Agricultural Services Agreement Act, 2020”
3. The “Essential Commodities (Amendment) Act, 2020” pertains to the Agriculture Department and the Food and Civil Supplies Department respectively.
Bills have been introduced by amending these three central laws. We will not take any such decision which will harm the interests of the farmers of the state. The following are very important amendments to our amended Bill.
1. The Farmer Produce Trade and Trade Promotion and Facilitation) Act, 2020 –
Considering the high possibility of fraud and harassment of farmers by big capitalists and corporate retailers, it will be mandatory for the trader to obtain a license from the competent authority to trade or deal in inter-state and inter-state scheduled commodities.
A provision has been made to appeal to the nearest appellate authority to settle disputes between farmers and traders. If a trader harasses a farmer, he can be imprisoned for not less than three years, or with a fine of not less than five lakh rupees if found guilty. It also defines harassment of a farmer and stipulates that if payment is not made within seven days of the receipt of the purchase or sale of the farmer’s goods, it shall be registered as an offense of harassment. The State Government has the power to make rules with respect to the provisions of this Act by notification in the Official Gazette.
2. The Farmers (Empowerment and Protection) Assured Price and Agricultural Services Agreement Act, 2020 –
Appellate Officers and Competent Officers have been defined for speedy disposal of grievances of farmers. The Central Government Act does not provide for MSP. In this amendment provision has been made for MSP. The contract for the sale or purchase of the crop at a price less than the minimum base price shall be for a period of two years with mutual consent of the farmer and the contracting company (sponsor).
3. The Essential Commodities (Amendment) Act, 2020 –
Under the Essential Commodities Act, the central government will be able to regulate cereals, pulses, potatoes, onions, edible oilseeds and edible oils only in exceptional circumstances such as war, drought, extreme price rise and severe natural calamities. The decision to impose stock restrictions on this commodity will be taken only on the basis of exceptional price increases. No authority has been given to the state government. Therefore, the state government along with the central government will have the power to regulate the above essential commodities in the Essential Commodities Act as well as impose stock restrictions on essential commodities, an amendment proposed by the state government through this bill.
Proposal to the central government to give relaxation in 50% limit of Maratha reservation
It has been recommended to the Central Government to amend the Constitution of India to give reservation to the Maratha community by giving relaxation in the 50 percent reservation limit. The government is sincerely trying to revive the law. Maharashtra is not the only country which has demanded relaxation in the 50 per cent reservation limit. Keeping in mind the sentiments of Maharashtra and other states, the Center should also play a clear role as the head of the union-state system.
Legislative resolution to obtain Imperial data from the Central Government for OBC reservation –
The Legislative Assembly unanimously passed a resolution recommending that the central government should immediately make available all royal data of backward classes citizens to the state government.
The “State Backward Classes Commission” has been constituted pursuant to the order of the Supreme Court. This information is not yet available. The reason is that it has become difficult to provide royal figures to the Backward Classes Commission. Therefore, the bench of Justice Khanwilkar said in para 12 of the judgment that you can go to the Government of India, you can demand them. You get this data and bring it to the Commission, and that’s why this important resolution has been taken.
State Public Service Commission: Reforms in Governance –
The age limit for SEBC candidates has now been raised to 43 years in case of examinations conducted through Public Service Commission. The state government has also decided to provide fee waiver for SEBC category candidates.
The posts of MPSC members will be filled by July 31. The recruitment process for all important posts like public health, medical education, police etc. has started rapidly. The Maharashtra Commission will soon fill up 15,515 Class I and Class II posts, expedite the recruitment process for MPSC, put in place a system to prevent depression among students, and help MPSC chairpersons and senior government officials to address the problems of MPSC candidates. will guide you to solve it.
Inclusion of Kaikdi community in Scheduled Castes –
In addition to the Akola, Amravati, Bhandara, Buldhana, Nagpur, Wardha, Yavatmal districts and Rajura talukas of Vidarbha, Chandrapur district, a resolution was passed to include the Kaikri community among the Scheduled Castes. An estimated 1.5 lakh people of the Kaikdi community will benefit from this decision.
Increased dose of vaccination
A resolution was passed in the assembly today that the central government should provide at least 3 crore vaccine doses per month to the state. The state can do a minimum of 10 lakh vaccinations per day and a maximum of 15 lakh vaccinations. This has to be accomplished within two to three months by rapid vaccination. 3 crore vaccination can be done in a month in the state. Such information is also given.
